All foreign citizens, regardless of their age, citizenship, nationality, purpose of visit and other factors, are subject to notification of their stay in Kazakhstan. This requirement remains even if you have a visa or a temporary residence permit, as the notification supplements rather than replaces these documents.

The responsibility for notification lies solely with the receiving party. It can be an employer company, a hotel, or a private individual who has provided housing to a foreigner, such as an apartment landlord.
The notice of stay must be submitted within three business days. For example, if a foreigner arrives in Kazakhstan on Friday at 23:50, this day is already considered the first. Then Monday is the second business day, and the deadline for submitting the notification is Tuesday.
Step-by-step instructions for online submission:
Authorization
Log in to the portal vmp.gov.kz or eqonaq.kz using an EDS (electronic digital signature) of an individual or organization. The first time you log in, you will need to register with an EDS.
Services
Go to the "Services" → "Notification of a foreigner's stay" section
Data
Enter the data of the foreign citizen: citizenship, purpose of the visit, full name on the passport, gender, date of birth, passport number and validity period, address of residence in the Republic of Kazakhstan, date of entry and estimated duration of stay.

Go to the "Personal Account" → "Arrival notification" section, from where you can download a confirmation of the service — a certificate with a QR code
Important: the notification is issued exclusively online. Paper filing through migration authorities is no longer allowed.
The regulatory framework for submitting notifications:
Notification of the stay of foreigners in Kazakhstan is regulated by the following acts:
1. Rules for the provision by host persons of information on the stay of immigrants, Chapter 2: host persons are required to notify the internal affairs bodies within 3 working days from the moment of arrival of the foreigner.
2. The Law "On Migration of Population", Article 6, paragraph 4: registration of immigrants is conducted on based on information provided by the receiving party and transmitted through border checkpoints by the National Security Committee of the Republic of Kazakhstan.
3. Rules of entry, stay and exit of immigrants from the Republic of Kazakhstan, paragraph 9, Chapter 2: receiving persons are required to notify the internal affairs authorities within 3 working days.
